Plan Morro Bay

Plan Morro Bay is the City's update of its General Plan / Local Coastal Program, as required by California state law. These long range planning documents guide development and conservation policies within the City. Plan Morro Bay is a two-year process to update the City's General Plan and Local Coastal Program, as required by California state law. The documents will look toward the future of our community and address issues such as transportation, housing, open space, conservation, and safety. The final documents, the "blueprint" and the "greenprint" will present the City's intended long-term development and conservation policies.

The City's Plan Morro Bay project team includes City staff and a consultant team led by Michael Baker International. The project team will work with the City's seven-member General Plan Advisory Committee (GPAC) throughout the project and will seek frequent input from the community at large.

PROJECT OVERVIEW

The City of Morro Bay is currently undertaking a two-year process to update the City's General Plan and Local Coastal Plan, as required by California state law. The documents will look toward the future of our community and address issues such as transportation, housing, open space, conservation, safety, and more. The project team will work with the General Plan Advisory Committee throughout the project and will seek frequent input from the community at large.

The final documents, the “blueprint” and the “greenprint,” will present the City's intended long-term development and conservation policies. A program environmental impact report (EIR) will be prepared to address the potential impacts of these plans, and comprehensive updates to the Zoning Ordinance and Local Implementation Plan will follow to ensure they are aligned with the General Plan and Local Coastal Program.


Over the next one to two years, the City of Morro Bay will be working with you to define our future. We need your input as we work to update the City's General Plan/Local Coastal Program and Zoning Code update.

City Goals & Objectives

The City of Morro Bay develops a set of strategic, long-term goals for the community and then adopts specific, two-year objectives related to each goal. This page provides detail on the City's goals and objectives, including what they are and tracks how we're doing working toward each goal.

The City of Morro Bay is a general law city and operates under the "Council-Manager" form of municipal government. The 5-member City Council consist of the directly-elected Mayor and 4 City Council Members. The Mayor is elected to a 2-year term and Council Members are elected to 4-year terms.

The City Council is the legislative authority and sets the policies under which the city operates. The City Council has the power to adopt ordinances and resolutions, make appointments to the city's advisory bodies, establish policies and approve programs, appropriate funds, adopt budgets, and approve contracts. The Mayor presides at all meetings of the City Council and is recognized as the official head of the city for all ceremonial purposes.
